CAMPAIGNERS have warned that Waverley's "negligent" administration has left the borough wide open to speculative housing development.

Waverley's executive has agreed to submit the council's Core Strategy blueprint that will shape future planning until 2028 for government scrutiny.
The decision to press on was made despite warnings the document will be rejected as "unsound" because not enough new housing is proposed.
The key document was due to be submitted last month but was withdrawn as "premature" following strong criticism from Waverley's overview and scrutiny committee.
