THE leader of Surrey County Council is to stand down amid infighting among ruling Conservatives and rumours of a coup at County Hall.
And it is believed that Dr Andrew Povey's successor – current deputy David Hodge – could be about to announce a U-turn over the council's controversial plans to introduce pay-and-display parking bays across the county's high streets.
