Planning inspector Michael Hetherington halted his public examination of the key document to shape the future of the borough until 2028 on the first day of hearings due to "substantial" concerns that the 230 new homes proposed annually was not enough.
Mr Hetherington subsequently gave Waverley the option of suspending his examination to allow the council to conduct an up-to-date housing needs assessment.
But he warned that could be a risky option and advised it would be better to withdraw the document and start again.
