THE man at the helm of one-star Surrey County Council for the past six months has delivered a devastating report on the state of one of the country's biggest local authorities.
Interim chief executive Michael Frater has handed over the role to new chief executive David McNulty, leaving behind a council he describes as arrogant, bureaucratic, inefficient, unsophisticated and self-serving.
