EAST Hampshire District Council has refused permission to increase the number of flats in a former office building from six to nine.
The proposal from Peter Ernest Homes was to extend and internally alter the detached three-storey Marlborough House in Headley Road, Grayshott.
The council concluded the plan would be over-development of the site, adversely affecting the area’s character and the setting of the Grayshott Conservation Area.
