SURREY'S new leader has given his reasons for scrapping the controversial on-street parking charges scheme after taking the reins at County Hall.
David Hodge, who replaced ousted Tory leader Dr Andrew Povey, in an internal party coup last month, said that local committees will now be given freedom to decide on the policy.
