EAST Hampshire District Council held a special full council meeting on Monday to vote for a new leader after the shock resignation of Ferris Cowper last month.

The meeting, at the Petersfield council headquarters, also debated a proposal for a new cabinet. Mr Cowper was absent from the nomination list.
