A spokesman for Waverley Borough Council said: "Throughout this process, Waverley has been keen for people to have their say on the refurbishment plan.
"Last autumn this included a 12-week informal consultation, followed by a six-week formal consultation that was published through the local press, notices around the site and letters to interested groups.Waverley welcomes the opportunity to state its case before a planning inspector.
If given the go ahead, Waverley's estimated £342,000 investment in the car park will bring benefits such as a safe surface, greater security and, unlike the current arrangements, disabled parking provision.
The date and location for the public inquiry has not been decided, but it is thought to be in 2014.
The Haslemere Vision Organising Group wants the future of the car park decided under the auspices of the newly-formed Neighbourhood Planning Forum.
